Added serial categorical zonal stats method

Changed the categorial method in Zonal Gen. This will now return a table of percentage for each gridded value in a polygon. Also, changed the way that dask clusters and clients are spun up in testing. @rmcd, I'm not married to this new dask cluster/client initialization, but using it in order to get the tests to run.
