V bump - updated dependencies and bumped the version to 0.2.7

@ahopkins - I'm updating the nldi pygeoapi instance, and noticed that nldi-flowtools was a couple versions ahead of what's currently specified in our pygeoapi nldi instance. I updated click to ^8 and had to update the dev dependencies. I didn't change any of the processing code.
