Update utils.py to use nhgf-hosted nhdplus

Blodgett, David L. requested to merge dblodgett/nldi-flowtools:master into master

This change will require AWS credentials -- we may want to keep using the old sciencebase one for development and local purposes but we should be using this one in production. Should we implement some kind of switch on this that could be set by an environment variable or when calling the function?
