complete initial setup

Hayley Corson-Dosch requested to merge hcorson-dosch/earth-in-flux:initial_setup into main

This pulls over the vue3-template and completes the initial setup. I've deleted out the example components and the unused 'SectionTitle.vue' component.

More content will need to be updated (e.g., authors). I've used the checklist in the README.md to keep track of what has been updated so far.

To test

Pull locally and run npm run dev

Next steps

Once this is merged I'll get the site set up in Jenkins
