Fish as Food scatterplot

Description

This MR adds in the scatterplot visualization for Fish as Food. This is a total MVP effort.

Changes Made

• Add scatterplot of country consumptive harvest and climate vulnerability, building off of Jeffrey's initial work
• Add card with info for each country, modifying Elmera's card for the circle-packing viz
• Make requested text edits

How to Test

Pull changes locally, run npm run dev, navigate to earth-in-flux/#/rec-fish-as-food/rec-fish-vulnerability to test. Confirm layout matches wireframe.

Confirm text edits requested in email thread have been made.
