Fix jenkins again

Hayley Corson-Dosch requested to merge hcorson-dosch/trout_and_climate:fix_jenkins_again into main

Ok, apologies - I messed this up before b/c I was forgetting Jenkins wouldn't have access to VITE_REPO_TITLE, so I've added that to the jenkins set up. This is a patch fix for this repo only, since typically our repo title would match our app title, and would use hyphens.

I also made a few other changes while I was at it:

  • Add WIP warning to test page and fix typo in it
  • Update Dockerfile node install script
  • Update DGEC files to reflect changes needed for official software release
