Draft: Add buttons for navigation

Cee Nell requested to merge add-buttons into main

This is still a little funky. I'm working on implementing a navigation bar on the righthand side that shows the scrolling/paging progress.

Issues:

  • scroll back up seems off, sometimes need to press the button twice
  • css needs refinement. arrows and bars not aligned
  • add keyboard nav
