Set up repo & read in vulnerability indicators data

Hey Cee, this is a quick MR to set up the repo/folder structure and read in the sciencebase data. Should just be able to run tar_make and get the Uncertainty_Summary.csv data read in.

After we merge, we can work on the exploratory viz's!
