Restructure site

Clarke, Aileen requested to merge restructure-site into main

This MR restructures the site according to Mandie's narrative script and adds the text from Mandie's script. Text is mobile friendly but title image and charts are not yet.

Does not include map or beeswarm chart variations that were included in Mandie's outline because those have not been built yet.
