Hero img spacing and alignment

Addresses #15 (closed)

Specifically:

  • adjusted css for hero image to span full page width
  • removed margins and padding at top of banner so it is flush with the USGS header and aligned with the below sections
  • cleaned up extra html and css in the VizTitle.vue component
  • adjusted title and subheader to use consistent sizing and styling with later subsections
