Add census processing and viz to pipeline

This MR adds the drafted census maps into the pipeline - I went ahead and added percent black and latino maps as well. I plan on taking a closer look at some of the other census variables that Megan also referred to (paper by Nicole Herman Mercer where she utilized census data that could be good to reference for identifiying the census variable that corresponds to a determinant: Table 8. Down the line I'll of course tidy up the the maps and making them more in the style of what we did for the BW site with Hayley. I mostly just wanted to make sure this code was pushed and not lost.
