Software release edits following review from Eric Martinez

Hey Cee,

Following Eric Martinez's review of the software release issue here: https://code.chs.usgs.gov/software/software-management/-/issues/1482 (also a screenshot below in case you still cant access that link)

Changes:

1. updated code.json links to reflect Eric's comments (also CCing @hcorson-dosch here for awareness - Eric wants the links to all to reference gitlab and not github in the code.json for official software releases)
2. updated DISCLAIMER.md file to reflect software release text
3. update index.html datePublished line to reflect our September 23 release date

Once merged, I will delete the v.0.1.4 tag and recreate it to refelct all out updated changes.
