Serve responsive images

Applying the generate_responsive_images script to create image assets in jpg and webp and various sizes. Then using <picture> to offer up the numerous versions.

I recognize this would be better with a new component that has all the image settings, but don't have time to add it right now. Ready to be reviewed.
