add python notebook to make slider

Hey Cee,

This jupyter notebook allows users to create the slider map with NLCD 2021 Pasture/Hay & Cultivated Crop on left and Landsat 2021 on right.

You will need Python/Anoconda/Miniconda installed to run it. For example, I have anoconda with Python 3.9 installed. I opened Anoconda Navigator and launched jupyter notebook to the appropriate folder and ran the code.
