COUS metadata now identical to metadata for all OCONUS regions as well. Removed old CONUS region metadata and added CONUS to existing regions for OCONUS corresponding to the same site class (vs30).

Now all data are assumed (rightly so) to include max-direction and 84th percentile factors in the underlying data rather than applied as part of the web services.
