Add Button to Install to Home Screen

There will be additional changes, but it would be good to get this ticket merged. The Settings panel will be updated to change how the "Install Application" button works.

For now this adds the about section with documentation about how to install the application. It also adds a control to install the application that may or may not exist in the future.
