KBCG20 epistemic uncertainty

• add tables of pre-computed epistemic uncertainty for KBCG20
• populate GroundMotionTables with the sigma values
• incorporate epistemic uncertainty tables into the KBCG20 code
• output 3-branch GM tree with NGA-West2 epistemic branches and weights
