Cascadia cluster update

Replace cluster scenarios 2, 3a, 3b, 4a, 4b, and 5 with cluster scenarios 7a, 7b, and 8, which have smaller clustered events. Old cluster scenario files have been commented out and the mfd-maps retained for now.
