Add y-axis explanation

Hi Hayley - hope it's okay if I tag you to review this small MR. This address issue #36 (closed). I initially wanted to add a tooltip feature to the y-axis for the words conclusive and inconclusive but I couldn't get it t properly work with the D3 chart. So I resorted to providing that context under the chart with the legend explanation. Let me know what you think!
