Add tooltip definitions for choropleth map, intersectionality, and EJ

per #42 (closed) from Jeffrey, I added tooltip definitions for what we mean by Choropleth map, intersectionality, and environmental justice. Also, I added the correct hyperlink to the East Palestine, Ohio event.
