Support MiniSeed temperatures

Add support for new miniseed temperature channels.

• filter multiple intervals with obsrio_temperature method
• Extend temperatures to 1hour(RK1-4) and 1day(PK1-4) in osbrio module
• Add considerations for T1-4 elements in SNCL(miniseed prefixes from interval)(!157 (merged))
• Replace UK1-4 with T1-4 in web service elements
