Command line script to transfer absolutes from web absolutes to metadata web service

New command line script (configured in pyproject.toml) entrypoint function in geomagio/processing/absolutes.py

• observatory argument (can loop over if list)

• starttime argument (default now - 24 hours)

• endtime argument (default now)

• read absolutes from web absolutes

• write absolutes to metadata web service

• (or write absolutes to cal file format as different option?)

This issue was addressed in MR !189 (merged), with numerous updates in MRs !192 (merged), !213 (merged), !227 (merged), !235 (merged), !237 (merged), and !248 (merged). No doubt other tweaks will be needed in the future, but this issue can be closed.
