Improve documentation following reviews

This MR addresses #129 (closed), #127 (closed), #124 (closed), #122 (closed), #121 (closed), #110 (closed), and #108 (closed). Briefly, it adds a citation to the README.md, clarifies the usage of the term HUC, adds jupyter to the list of development dependencies, adjusts runoff conversion functions to use the term time_unit rather than frequency, and better describes n-day flows and fixed vs variable percentiles.

It also introduces a couple of .yml files for those who use conda/mamba and would like to avoid using pip when possible.
